I see nothing in the US Constitution that allows the Congress to deligate these power to the other Branches of Government, such as the Executive. The Fast Track Bill was in fact illegal under this very Constitution. Please try to explain the rational behind this for the interest of the American Citizens, or does this fall under the part for &quot;The President, Vice President and all civil officers of the United States, shall be removed from office on impeachment for, and conviction of, treason, bribery, or other high crimes and misdemeanors. &quot; This is explained in the paper for high crime meaning a High Official what does not do what is in the interest of those Govern that they have been grant position to represent, British Common Law that this was established from.

U.S. Trade Representative Susan Schwab met with EU Trade Commissioner Peter Mandelson in London early on Sunday and then flew to Geneva for separate talks with Indian Commerce Minister Kamal Nath and New Zealand&#039;s ambassador to the WTO Crawford Falconer, who chairs the WTO agricultural negotiations.
On Monday, Schwab met with Brazilian Foreign Minister Celso Amorim, African country representatives and finally with WTO Director General Pascal Lamy before boarding a plane to return to the United States, Spicer said.
Mandelson and Nath met on Sunday, as part of the efforts to put together a global trade pact.
In recent months, negotiations have focused primarily on the most politically important commodities for each trading partner in the talks, in the hopes that an agreement on how to handle those would lead to an overall breakthrough.
Schwab and Amorim will talk again on Saturday in Sao Paulo, following meetings this week between President Bush and Brazilian President Luiz Inacio Lula da Silva.
